Industrial producers of refuse granted the right to convey such refuse from sites in the City for disposal shall accomplish the same in vehicles so constructed as to prevent the leakage or scattering of the contents thereof. All such conveyances shall be provided with a suitable tarpaulin which shall at all times cover the contents thereof, except when being loaded or unloaded.
