No person shall engage in or carry on the business of collecting, hauling and disposing of garbage or refuse in the City without the approval of the Director. No garbage or refuse shall be hauled or transported over or through the streets of the City except in a vehicle, the design of which has been approved by the Director. No garbage shall be allowed to stand on any street or other public place in the City, except in watertight containers which shall at all times be kept securely closed, for a period of time greater than that necessary for the collection and removal thereof.
