913.13 ANNUAL NOTIFICATION OF SEWER RATES.
   The Director of Finance shall notify each user at least annually, in conjunction with a regular billing, of the applicable rate and that portion of the sewer service charge or rental which is attributable to operating, maintenance and replacement costs of wastewater treatment service.

913.14 CAPACITY LIMITATION.
   No person, firm, or corporation shall be permitted to connect to the City sanitary sewerage system if the Director of Public Service determines that there is insufficient capacity in the system to collect, convey, and treat the proposed wastewater discharge of such person, firm, or corporation.

913.15 DISCHARGE LIMITS.
   Discharge limits will be maintained according to approved discharge limits in the City's NPDES permit.

913.16 USE OF PUBLIC SEWERS REQUIRED.
   (a)   It shall be unlawful for any person to place, deposit, or permit to be deposited in any unsanitary manner on public or private property within the City, or in any area under the jurisdiction of the City, any human or animal excrement, garbage, or other objectionable waste.
   (b)   It shall be unlawful to discharge to any natural outlet within the City, or in any area under the jurisdiction of the City, any sewage or other polluted waters, except where suitable treatment has been provided in accordance with law.
   (c)   Except as provided by paramount law, it shall be unlawful to construct or maintain any privy, privy vault, septic tank, cesspool, or other facility intended or used for the disposal of sewage.
   (d)   The owner of any house, building, or property used for human occupancy, employment, recreation, or other purposes, situated within the City and abutting on any street, alley, or right-of-way in which there is now located or may in the future be located a sanitary or combined sewer of the City, is hereby required at his expense to install suitable toilet facilities therein, and to connect such facilities directly with the proper public sewer, within thirty days after date of official notice to do so, provided that such public sewer is within one hundred feet of the property line and is otherwise accessible.

913.17 SEWER USE CHARGE SYSTEM.
   A Sewer User Charge System which is attached to Ordinance 6479-93 and made part hereof is hereby adopted to fulfill Federal requirements to make the City of Bedford eligible for a loan from the Ohio Environmental Protection Agency and Ohio Water Development Authority, and all methods and percentages contained therein shall be followed in all further sewer rate adjustments.
