The sewer service charges or rentals shall be reviewed annually by the Director of Finance to determine whether or not they are sufficient to defray the fixed charges, amortization costs, and annual cost of operation, maintenance and replacement of the sewerage system. If the difference between the total annual revenue derived and the total annual cost is sufficient to justify an increase or decrease in the sewer service charges or rentals, the Council shall adjust the rates as required. The purpose of the annual review is also to ascertain that each recipient of waste treatment services pays its proportionate share of the costs of operation, maintenance and replacement of waste treatment services provided by the City.
