The charges or rentals levied pursuant to this Chapter shall be collected by the Director of Finance. The Director of Public Service shall make and enforce such rules and regulations as may be deemed necessary for the safe, economical and efficient management and protection of the City sewerage system and the sewage pumping, treatment and disposal works constructed and for the construction and use of house sewers and connections to the sewerage system, and for the regulation, collection, rebatement and refunding of such charges and rentals.
