In the event of failure to make prompt payment of the sewage rental or charge as provided herein, the Director may order and cause to be discontinued the water service at the lot, land, building or premises where sewage service has been rendered and not promptly paid for, until the full amount of the charges due, including the ten percent (10%) penalty, above authorized, has been paid.
