(a) Registration Required. No person shall solicit for or engage in any kind of forestry or tree surgery work within the City without first obtaining registration with the City to do so. Such registration shall be approved by the Director upon the filing of proper application to be furnished by him and furnishing proof satisfactory to the Director that the applicant is reasonably qualified by experience, training and reputation to engage in such forestry or tree surgery work.
(b) Fee; Term; Revocation. A fee of ten dollars ($10.00) shall be charged for registration and will be effective for one year. The Director is hereby given the power to revoke such registration upon satisfactory proof that the person holding the same has violated any of the provisions and conditions of this Chapter or is engaged in practicing a fraud upon customers for whom he may be doing work in the City.

(c) Insurance and Bond.
(1) Upon approval of an application to perform forestry and tree surgery services in the City the registrant shall provide a certificate of insurance for bodily injury in the amount of one hundred/three hundred thousand dollars ($100,000/$300,000) and for property damage in the amount of one hundred thousand dollars ($100,000).
(2) The registrant shall also provide a Performance Bond Form certified and executed for ten thousand dollars ($10,000) by the registrant’s bonding agent and signed by an appropriate representative of the company.
(d) Permit Required. All contractors engaged to perform tree removal services within the City shall, prior to beginning said services, submit an application for a permit. The applicant shall provide whatever information deemed necessary by the Director relating to removal of a tree(s). Upon approval, the permit shall be issued without fee.
(e) Tree Disposal. Any contractor performing services on private property in accordance with the provisions of this section shall not place any portion of the tree on City property for disposal by the City or agent of the City. Failure to comply with this requirement shall result in the loss of registration to perform Forestry and Tree Surgery services in the City.
