(a) The City is hereby authorized to designate a Shade Tree Trust Fund whose account number shall be designated by the Director of Finance. The City may accept through Council ordinance bequests and gifts of money designated for the City's use in the Shade Tree Trust Fund.
(b) Council may by ordinance, upon recommendation of the Tree Board and the Director, authorize the expenditure of Shade Tree Trust funds for the following purposes: purchase of trees and shrubs; planting, pruning and cutting on the municipal right of ways and public property; spraying and care of public trees; and upon a finding of public necessity by Council care of trees on private property which are diseased, overhanging or endangering the public way.
