(a) Supervision by Director of Public Service. The Director is given full jurisdiction, authority, control, supervision and direction of all trees which now or which may hereafter exist upon any public place in the City, and over all trees upon private property when he has made a determination and acted pursuant to this Chapter to abate such trees that con stitute a menace to public property, public safety or create other public nuisance conditions. In the exercise of any or all of the powers herein granted, the Director shall have the authority to delegate all or part of his powers and duties with respect to supervision and control of trees to his subordinates and assistants in the employ of the City or to the Tree Board as hereinafter defined as he may from time to time determine.
(b) Tree Board, Purpose and Duties. The Tree Board shall consist of five members appointed by ordinance of Council who shall each serve two-year terms without pay. In the event of a vacancy during the two-year term, Council shall appoint a successor. It shall be the responsibility of the Tree Board to:
(1) Assist and supplement the work of the Director in developing and updating a Master Street Tree Plan to which all plantings to be made on public property must conform and to maintain a list of tree species.
(2) Undertake from time to time, as determined by the Tree Board and ratified by the Director, certain educational activities which may include: brochures with local tree information and City tree ordinances; annual Arbor Day ceremonies and related media coverage; application for the Tree City USA Award sponsored by the National Arbor Day Foundation; visible planting projects on streets or at parks; and organizing volunteers to plant in designated public areas.
(3) Investigate, monitor and develop the care, preservation, planting, removal or disposition of trees and shrubs in parks, along streets and in public areas.
(4) Make recommendations to the Director and Council for use of funds in the Shade Tree Trust Fund.
