(a) Before an excavation permit is issued, as herein provided, the applicant shall deposit with the Director a surety bond in the amount of one thousand dollars ($1,000.00) payable to the City. The surety bond shall be in a form that meets with the approval of the Director.
(b) Public utilities operated under the supervision of the Public Utilities Commission, public utilities holding a franchise from the City, City departments and other governmental agencies may be relieved of the obligation of submitting such a bond by the Director.
