(a) A permit fee shall be charged by the Director for the issuance of an excavation permit.
(b) The fee for each permit shall be charged at the following rate: fifty cents (50¢) per square yard of roadway surface cut, with the minimum permit fee to be twenty-five dollars ($25.00), such fee to defray the expense of municipal inspection.
