A facility shall have available organized transportation facilities standing by on its premises capable of insuring that a patient requiring emergency care at a hospital will be transported to such hospital within a total normal transport time of not more than fifteen (15) minutes. When indicated, a physician or nurse from the facility shall accompany the patient to provide emergency care en route.
