(a) A snowplow operator's permit shall be effective during the period from October 15 to April 15. A permit issued in one such time period is not valid for a subsequent time period.
(b) A snowplow operator's permit is subject to revocation by the Chief of Police upon the following grounds:
(1) Fraud or willful and knowing misrepresentation made in applying for a snowplow operator's permit or made in the conduct of the snowplowing and removal business;
(2) Failure to pay any fees as required by this Chapter;
(3) Violation of any ordinance of the City pertaining to business regulation or snow plowing and removal.
