The City Manager or his authorized representative shall inspect or cause to be inspected all pools within the City at such times as he may deem necessary to carry out the intent of this Chapter. The City Manager or his duly authorized representatives are authorized to enter upon any premises, private or public, to take such samples of water from such pools at such times as they may deem necessary and to require the owner, proprietor or operator to comply with the provisions of this Chapter.
