No person shall operate or maintain a private swimming pool until a license therefor shall have been issued by the City Manager or his authorized representative. Such license shall be valid from the date of issuance until the end of the calendar year in which it is issued and shall be renewed annually. Such licenses shall not be transferable from one person to another or from one location to another.
All licenses shall be in writing, shall state the terms for which they are issued and the conditions under which they are issued.
