The proprietor of a rooming house, foster home or hotel shall provide an off-street parking area of sufficient size on or near the premises, to accommodate all of the motor vehicles of the patrons of such establishments. The area shall be in excess of the area necessary for use by the proprietor and his family who are living on or expect to live on the premises, and shall not include the area in front of the building line exclusive of the driveway.
