717.08 COMPLIANCE.
   No license shall be granted by the Building Commissioner under this Chapter unless and until the applicant complies with all of the provisions of this Chapter.
   (a)   Agent on Premises. When the owner or proprietor of a rooming house, foster home or hotel does not live on the premises, he shall designate, on his application for a license, the name of a person residing on the premises as his agent, and such agent shall also sign the license application. Such person shall be authorized and shall be responsible for carrying out the obligations of the owner or proprietor in the operation of the premises. If the agent discontinues as such agent, the owner shall immediately appoint a new agent and shall notify the Building Inspector of such appointment instantly, in writing, which notice shall bear the signature of the new agent.
   (b)   Agent's Signed Statement on File. All owners or proprietors of a rooming house, foster home or hotel who do not live on the premises shall file with the Building Commissioner a statement signed by such owner showing the name of a person residing on the premises as his agent. Such agent shall also sign the statement which shall be attached to the original license application and become a part thereof.
