717.07 LICENSE APPLICATION; FEE; DURATION.
   A license, as herein provided, may be granted by the Building Commissioner upon an application, which shall contain information and facts deemed necessary by the Building Commissioner and in such manner and form as shall be prescribed by him which application shall be accompanied by a fee of five dollars ($5.00) multiplied by the maximum number of roomers and resident or transient guests permitted to be accommodated at one time in the dwelling or building to be so licensed, provided that the applicant, the property and the use of the property in question shall comply with all of the provisions of the Chapter and all ordinances of the City and laws of the State.

   Except for hotels, all licenses issued pursuant to this Chapter may be granted by the Building Commissioner, subject to cancellation or modification at any time by the Board of Building Standards and Appeals, pursuant to Section 717.15, and shall be temporary licenses for the period of one year (1 yr.). The issuance of a temporary license shall not in any way, manner or form permanently modify or change in any respect whatsoever the zoning, rooming house or other regulations pertaining to zoning, the keeping of roomers and the operation of rooming houses, foster homes or hotels in the City now in effect or hereinafter enacted.
