Except with the consent and approval of the Building Commissioner, no person shall keep or cause to be kept in a hotel as herein defined or rent or lease rooms in a hotel wherein any resident guest, as distinguished from a transient guest, is a child under twelve years (12 yrs.) of age or a person who is aged or infirm.
