No proprietor or person shall keep roomers or conduct or keep a rooming house, foster home or hotel unless such proprietor or person complies with all of the provisions of this Chapter, other ordinances and regulations of the City and all laws and regulations of the State pertaining to zoning, safety, fire, building, health and sanitation.
