For the purpose of this Chapter, a "day nursery" means an institution or place in which three (3) or more children, not of common parentage, are received for periods of not less than four hours (4 hrs.) nor more than twenty-four hours (24 hrs.) at one time, for care apart from their parents, whether for compensation, reward or otherwise.
