Enforcement of this Chapter is to be administered and controlled by the City Manager and under the supervision and direction of the Director of Public Service, hereinafter "Director'', for the purpose of enforcing the provisions of this Chapter relative to the prevention and abatement of smoke, fumes, dust and fly-ash and other related items of air pollution. The Director shall have charge of: the enforcement of all ordinances pertaining to smoke regulation and inaugurate prosecutions for the violation thereof; the preparation and execution of educational plans for securing the cooperation of the public in the reduction of the emission of smoke; the examination of all applications and plans submitted; the inspection of the installations according to the plans approved of all heating, power or any and all fuel-burning equipment; the prevention and abatement of smoke, fumes and fly-ash as more fully detailed in this Chapter; and shall exercise general supervision of those City employees of the City designated to act under the various sections of this Chapter.
