531.13 DUMPING PROHIBITED.
   (a)   No person shall place or cause to be placed any rubbish, garbage, rocks, concrete, asphalt, debris, tree stumps or branches, leaves, topsoil, gravel, clay, or any other substance upon any lot or land in the City of Bedford without first obtaining written permission to do so from the City Manager. No permit shall be granted by the City Manager unless the applicant files satisfactory proof that, upon completion, there will exist no condition detrimental to the public safety and welfare in that the material is not a detriment to the applicant’s land or the land of neighbors; that the land will be graded to conform to the general character and contour of the surrounding lands and covered with sufficient topsoil to sustain the growth of vegetation; that said lands will be completely covered with grass or other approved types of vegetation upon completion of the dumping operation; that no water courses or natural drainage patterns shall be interrupted, redirected or adversely impacted by the placement of the fill; and that neighboring private properties and the sidewalks and public ways shall be protected from damage and kept clean both during the dumping of said materials and when the operation has concluded; and that a deposit not less than five hundred dollars ($500.00 ) or in such an amount as deemed applicable by the City Manager is placed with the City for the payment for any necessary cleanup or repair by City forces of damage to public property.
   (b)   Whoever violates this section is guilty of a misdemeanor of the first degree. A separate offense shall be deemed committed each day on which additional dumping takes place or on which the improper or illegal fill or debris already placed is permitted to remain in place.
