For the purpose of this Chapter, “litter” means garbage, trash, waste, rubbish, ashes, cans, bottles, wine, paper, cartons, boxes, automobile parts, furniture, glass, yard waste (leaves, grass clippings, branches, twigs, limbs), or anything else of an unsightly or unsanitary nature thrown, dropped, discarded, placed, blown, or deposited by a person on public property, or private property, not owned by him that tends to create a danger to public health, safety and welfare.
