373.18 ATTACHMENT OF PLATES OR DECALS.
   (a)   The City Manager or the Deputy Registrar shall issue a license number assigned to the bicycle and the name of the City, together with a certificate bearing the name of the owner, with the license number and year stamped thereon.
   (b)   The licensee shall cause such license plate or decal to be firmly attached to the frame of the bicycle for which issued, and to be maintained in such position as to be plainly visible.
   (c)   No person shall remove a license plate or decal from a bicycle, except upon expiration of the license or transfer of ownership.

   (d)   Except as otherwise provided in this subsection, whoever violates this section is guilty of a minor misdemeanor. If, within one year of the offense, the offender previously has been convicted of or pleaded guilty to one predicate motor vehicle or traffic offense, whoever violates this section is guilty of a misdemeanor of the fourth degree. If, within one year of the offense, the offender previously has been convicted of two or more predicate motor vehicle or traffic offenses, whoever violates this section is guilty of a misdemeanor of the third degree.
