(a) For the purpose of plowing or removing snow from any public street or highway, the Service Director, or such subordinate as he may from time to time designate, may remove or cause to be removed to some convenient place any vehicle parked on such street or highway which interferes with the plowing or removal of snow therein.
(b) At the time of such removal, the Service Director shall make or cause to be made a record in duplicate of the license number of the vehicle so removed, the date and time of removal and the place to which the vehicle is removed. A copy of such record shall be filed with the Chief of Police.
(c) The Police Division shall forthwith notify the registered vehicle owner of the fact of such removal and impounding, reasons therefor and the place of storage. Any person desiring to redeem an impounded vehicle shall appear at the Police Division to furnish satisfactory evidence of identity and ownership or right to possession. Prior to issuance of a release form, the claimant, owner or operator shall either pay the amount due for any fines for violations on account of which such vehicle was impounded or, as the court may require, post a bond in an amount set by the court, to appear to answer to such violations. The impound operator shall release such vehicle upon the receipt of the release form and payment of all towage and storage charges.

(d) Unclaimed motor vehicles ordered into storage pursuant to Ohio Revised Code Sections 4513.60(a)(1) or 4513.61 shall be disposed of at the order of the Chief of Police to a motor vehicle salvage dealer or scrap metal processing facility as defined in Ohio Revised Code Section 4737.05, or to any other facility owned by or under contract with the City, for the disposal of such motor vehicles, or shall by sold by the Chief of Police, or licensed auctioneer at public auction, after giving notice thereof by advertisement, published once a week for two (2) successive weeks in a newspaper of general circulation in the County. Any moneys accruing from the disposition of an unclaimed motor vehicle that are in excess of the expenses resulting from the removal and storage of the vehicle shall be credited to the general fund.
