(A) Two percent and three-quarters percent (2.75%) of the levied tax shall be allocated to the General Fund for any and all municipal purposes.
(B) Notwithstanding anything to the contrary in this section or chapter, one-quarter percent (1/4%) of such tax shall be used solely for the purpose of paying the costs of Permanent Improvements of the City or the Debt Charges on Securities issued by the City, the proceeds of which are used to pay the Costs of Permanent Improvements of the City For purposes of this Section, the following words and terms shall have the following meanings:
(1) "Costs of Permanent Improvements" shall mean the costs of permanent improvements as described in Ohio R.C., 133.15.
(2) "Debt Charges" shall have the meaning given such term in Ohio R.C. 133.01.
(3) "Permanent Improvement" shall have the meaning given such term in Ohio R.C. 133.01.
(4) "Securities" shall have the meaning given such term in Ohio R.C. 133.01.
(C) Notwithstanding anything to the contrary in this section or chapter, a minimum of (15% or .1125) of the three-quarter percent (.75%) tax increase shall be used solely for the purpose of paying the costs of increased Police personnel expenses of the City transferred annually from the General Fund. For purposes of this section, the following are considered personnel expenses:
(1) The gross wages to employee three Police officers pursuant to union contracts.
(2) Fringe Benefits associated with the employment of these officers, pursuant to union contracts.
(3) Costs of purchasing police officers uniforms and duty gear, equipment and vehicles to assist Police officers in the performance of their duties.
