Add together the percentages determined in accordance with paragraphs (a), (b) and (c) of Section 165.01 and divide the total as obtained by three (3) in order to obtain the business apportionment ratio referred to in Section 165.01.
A factor is applicable even though it may be allocable entirely in or outside the City.
