All positions in the City service shall be grouped into classes, and each class shall include those positions sufficiently similar in respect to their duties and responsibilities so that similar requirements as to training, experience, knowledge and skills, and the same rates of compensation are applicable thereto. These positions shall be classified by the Civil Service Commission, upon advice of the City Manager. All part-time, seasonal and Charter-exempted employees shall be nonclassified with respect to civil service provisions.
