When formal bidding is employed, the bids shall be opened and tabulated publicly by the Board of Control at the time and place specified in the advertisement. An investigation of the responsibility of the bidders shall be made as the City Manager may deem necessary. The tabulation and findings of the Board shall be forwarded to Council for its determination of the lowest and best bidder in accordance with specifications, or for its rejection of all bids and an ordering of a new advertisement for bids according to law. After a determination by Council of the lowest and best bidder, it shall authorize the City Manager to enter into a contract with such bidder.
