(a) The City Manager is hereby authorized to employ such seasonal employees as he deems necessary for the proper administration of the Department of Public Service.
(b) Such seasonal employees shall be designated as temporary employees and shall be in the unclassified service and exempted from the provisions of civil service.
(c) The compensation to be paid to such seasonal employees shall be as determined from time to time by Council.
(d) Such seasonal employees shall not be entitled to any service credit for vacations or receive any other benefit other than those mandatory under the laws of the State.
