The Department of Public Service, through the various divisions hereinabove mentioned and through such other departments as the City Manager as administrative head of the City may create from time to time, shall have the care, custody and control of all public property, including public buildings and appurtenances thereto, and all machinery, vehicles and tools belonging to the City, except money or credits, and that property and equipment under the control of the Department of Public Safety.
