Until otherwise provided by Council, the City Manager shall supervise the Division of Engineering and, as such, cause to be prepared for Council and contractors all tracings, plans and specifications, profiles and estimates of cost necessary and proper for all public improvements. Council shall authorize engaging engineering services when it is deemed expedient or necessary, provided, however, that copies of all tracings, plans, specifications, profiles, estimates of cost and other papers pertaining to any public improvement prepared by any engineer for the City shall remain on file in the Manager’s and/or City Engineer’s office in the City Hall, and shall become the property of the City.
