The City Manager shall be ex officio the Director of the Department of Public Service and the administrative head thereof and shall make all needful rules and regulations for the government of the Department and the several divisions thereof with full and complete authority as given by Charter for the appointing, employing, suspending and discharging of officers and employees in such Department and under such rules as he may prescribe from time to time.
