Except where in conflict with a current collective bargaining agreement accepted by a duly enacted ordinance of the City, the City Manager is authorized to assign anyone employed in any of the above divisions and under any classification of employment to perform work or services in any other division of this Department or any other division or department of the City government, provided that the compensation of the person so assigned shall be paid from the funds appropriated for the division or department of the City government for which the work or service was performed.
