137.02 CITY MANAGER TO ADMINISTER; RULES AND REGULATIONS.

The City Manager shall be ex officio the Director of the Department of Public Safety and administrative head thereof and shall make all needful rules and regulations not in conflict with the City Charter or City ordinances for the government of the Department and the several divisions thereof.
