The Department of Law, through the Director of Law, shall:
(a) Be the legal adviser, attorney for and counsellor for the City and for all officers and departments thereof, in matters relating to their official duties;
(b) Prepare all contracts, bonds and other instruments in writing in which the City is concerned and endorse on each its approval of the form and correctness thereof;
(c) Prosecute and defend, for and on behalf of the City, all complaints, suits and controversies in which the City is a party, and such other complaints, suits, matters and controversies as it shall by resolution or ordinance be permitted to prosecute or defend;
(d) If so requested, give its opinion or advice in writing to Council, the City Manager or the director of any department, or any officer or commission not included within a department, upon any question of law involving their respective powers and duties;

(e) The Director of Law shall attend all meetings of Council or may designate an Assistant Director of Law/Assistant Prosecuting Attorney to so attend in his absence. The Assistant Director of Law/Assistant Prosecuting Attorney shall be employed at the will of the Law Director and shall prosecute all cases brought before the Municipal Court and perform such other legal duties as are applicable to such prosecution. (f) In addition to the above duties herein imposed upon the Director of Law, he shall perform the duties which are imposed upon solicitors by the general laws of the State, and such other duties required by the Charter;
(g) The Director of Law may devote such of his time as may not be required for the performance of his official duties to his private practice in business, insofar as it in no way conflicts with his official duties.
