In the event any refund is due any individual or business entity from any public monies collected from City Income Tax, water bills, sewer bills, assessments permits, license fees or any other funds from any service provided by a municipal department or operations, the Finance Director is authorized to apply the refund net to any fund or amounts due the City for any other service provided, obligation owed or assessments due the City.
