(a) The Council may assess upon the abutting, adjacent and contiguous or other specially benefitted lots or lands in the City of Bedford, any part of the cost connected with any improvement or service, including but not limited to the purposes, improvements or services for which assessments are authorized in Chapter 727 and 729, Ohio Revised Code, or as authorized in any other section or provision of the Ohio Revised Code.
(b) Other specially benefitted lots or land shall include those lots or lands described as being within a district created by Council for the purpose of levying special assessments may include some portion of or all of the lands within the City.
