(a) Each Municipal department which sells services to the public at fixed rates of compensation shall pay any other department for such services that it receives from a Municipal department selling its services to the public at the same rate of compensation as such Municipal department sells or furnishes its services to the public at large.
(b) The City Manager and the Finance Director are authorized and directed to bill each department for such services rendered and to collect the same.
