133.02 DIRECTOR OF FINANCE; DUTIES.
   The Director of Finance shall be in charge of the Department of Finance. The Director shall be employed at the will of Council. The Director shall sign all checks for the payment of money which must be previously approved and signed by the City Manager. He shall be the fiscal officer of the City. The Director of Finance or his designee is authorized to pay all City employees upon presentation of a properly certified payroll. He shall be responsible for the proper conduct of all duties and work of the Department as well as such further duties as required by the Charter, or as Council may by resolution or ordinance form time to time impose.
