The City Manager is hereby authorized and directed to dispose of any property of the City, other than land, of a value of five hundred dollars ($500.00) or less per item, after he finds and determines that the same is unusable or unnecessary for the City. Such determination shall be recorded in the City Manager’s journal and his reason thereof. The City Manager shall take and record informal bids to receive the highest and best price and such funds as are received shall be credited to the fund out of which the item was purchased.
