(a) The properties located at various locations and which have various parcel numbers in the City of Bedford are owned, by acquisition, by Government agencies, i.e., HUD, V.A. or by commercial banks or by absentee land owners.
(b) The City Manager is hereby authorized to notify the above mentioned agencies/banks/owners that they are hereby required to notify the City of Bedford of their intent with aforementioned properties, i.e., foreclosure proceedings, sale, rental, etc.
(c) The City Manager is also authorized to inquire of the above mentioned agencies/banks/owners of the aforementioned properties of their intent concerning the maintenance of the properties.
(d) The City Manager is also authorized to notify the above mentioned agencies/banks/owners of the aforementioned properties that, in the event they do not maintain these properties, the City of Bedford will do all necessary outdoor landscaping and maintenance work and will bill the present title holder of the property for this landscaping work.
