Council shall be the judge of the election and qualifications of its own members. It may expel any member for gross misconduct or malfeasance in or disqualification for office, or for conviction of a crime involving moral turpitude while in office, violation of the Charter or persistent failure to abide by the rules of Council. However, such expulsion shall not take place without the concurrence of five (5) members nor until the accused member shall have been notified of the charge against him and given an opportunity to be heard.
