Each member of Council, for at least two (2) years immediately prior to the election or appointment, shall have been a resident of the Municipality, and shall also have been a resident of his ward one (1) year prior to the election or appointment. During such one (1) year period prior to such election or appointment and during his term in office he shall continue to be a resident of the ward from which he was elected or appointed, and shall have had and continue to have the qualifications of an elector thereof. He shall not hold any other public office except that of Notary Public or member of the State Militia.
