The affairs of the library, as established in Section 7-7-1 of this Code, shall be managed and controlled by a Board of nine (9) Directors, who shall be appointed by the Mayor, with the approval of the City Council, and who shall be chosen from the citizens at large with reference to their fitness for such office. No more than one member of the City Council shall, at any time, be a member of said Board. (1944 Code § 298; 1997 Code)
