The Village Council shall be obligated and responsible for the imposition and collection of sufficient taxes to provide adequately for the revenue needs of the Municipality. To this end, the Council shall enact and apply the maximum business tax rates authorized by the West Virginia Code, as amended, to be imposed by municipalities.
