No permit to drill and/or shoot or torpedo any oil or gas well, as provided in this article shall be issued until the applicant has filed with Council a bond in the penalty and conditioned as provided in Section 711.03(g), approved as to form by the Village Attorney, and with surety or sureties thereon approved by Council.
