929.20 ENFORCEMENT MEASURES FOR AN ADMINISTRATIVE NOTICE OF VIOLATION.
   If a notice of violation has not been corrected, and no request for reconsideration made, no court appeal filed, or no consent order entered as provided in Section 929.21, the Sanitary Board Director shall request the owner’s permission for access to the subject private property to take any and all measures reasonably necessary to abate the violation and/or bring the property into compliance; and all associated costs will be due and payable to the Sanitary Board, which shall be a debt due the Sanitary Board and shall constitute a lien on the real and personal property of the person(s) responsible for noncompliance. Such lien shall be filed in the same manner as provided by Section 929.09. If refused access to the subject property, the Village may seek an order in a court of competent jurisdiction to be authorized to enter upon the property to abate the violation and/or bring the property into compliance. In any proceeding under this section, upon judgment or decree for the municipality, the Village shall be awarded its costs to abate the violation and bring the property into compliance and any court costs and attorney fees.
