1717.04 ILLICIT DISCHARGE DETECTION AND ELIMINATION (IDDE).
   (a)   The following categories of non-stormwater discharges unless the stated conditions are met are prohibited:
      (1)   Unless de-chlorinated to 0.2 ppm or less, pH adjusted, solids removed, and discharged in a manner that does not cause erosion or sediment to be discharged into the MS4 or receiving waters:
         A.   Discharges from potable or non-potable water sources,
         B.   Hyper-chlorinated water line flushing,
         C.   Pipeline hydrostatic test water,
         D.   Chlorinated discharges not associated with drinking water shall be de-chlorinated to 0.1 ppm. As example only, swimming pool discharges are to comply with this requirement.
   (b)   It is prohibited to establish, use, maintain or continue illicit connections to the municipal stormwater system, or to commence or continue any illicit discharges to the municipal stormwater system. (Ord. 2015-9. Passed 11-17-15.)
